Institutional racism implies an institution which codifies racism. Name one. Where is an institutional policies which is implicitly racist? Name one.

Pick any county prosecutor's office in the US. Pick any law enforcement agency in the US. Any one will do. Voila. Or, if that's too many to pick from, you could pick from the agencies in the over 120 studies in that article that demonstrate racial bias in policing.

I'm not sure you understand what institutional means. You need documented proof in order to say it's institutional. Is there a policy which for example says that they are to treat white and black people differently? You haven't produced one shred of evidence yet.

This isn't proof of racism, but it is certainly institutional incompetence and is a sad state of affairs. Humans should be treated better than that. That certainly is a ridiculous abuse of power, I'll give you that.
