Fear prevents people some speaking up. Mobs claims that not speaking up against the accused is synonymous with supporting the accused. Out of fear more people join the mob. Cycle perpetuates.

How mobs work: a bunch of people incite and threaten violence. A few people actually carry it out. People in mob claim people carrying out violence were acting on their own and claim to not be part of a mob. Blood on everyone's hands = blood on no one's hands.
