Seatbelts are not required on private property. And just like the vaccines, a person choosing not to wear their seatbelt won’t effect those who choose to.
Wearing a seat belt does protect others, just like a vaccine. For example, I've been part of air accident investigations in which people without seat belts were thrown around the cabin by turbulence and landed on other passengers, breaking their bones.
