There is almost certainly higher resolution available for "classified" uses. I met a credible French engineer back in the 90s working in this field and all he was authorised to admit to was that the resolution was "sub 10cm". No doubt improved in 2 decades

I’m absolutely sure this is the case too. Mind you a lot of military intel now comes from drones over target. Probably giving even better resolution and time over target.
