Because Signal doesn't have any keys. That's how crypto should work.

You can do end to end encryption between users with session-generated key. If you want to have secured conversations (groups) between several users that’s another story.

I'm sure there are plenty of way of doing that without giving any secret keys to a central services.

Everything in Signal is always end-to-end encrypted, including group conversations. When sending a message to a group, Signal clients simply deliver a pairwise encrypted message to each member of the group.
