Signal is "trust on first use." If you have a conversation with someone, and the safety numbers change, that requires manual approval.

yes, I changed phone. Nothing in app to tell me how to convey that to other users. App lies & says messages received by recipients.

I see no option for "manual approval" only "accept new safety number" which I didn't want to do because I hadn't scanned his code yet.
