Signal is "trust on first use." If you have a conversation with someone, and the safety numbers change, that requires manual approval.

yes, I changed phone. Nothing in app to tell me how to convey that to other users. App lies & says messages received by recipients.

Understood. You might like the changes to the way all this works that are coming in the next release, should hopefully simplify things.
