Signal is not a privacy app really. It is a POC for an improved version of OTR with a lot of extra baggage.

It isn't even intuitively possible. If Alice's # is sent to Bob at install, how would Bob know what contact card to put the # in?

Huh? The article you are sharing around claims that Signal sends your phone number to people in your contacts that don't have it.

That is obviously not true, either intuitively or in the code.
