I'm getting a lot of "___ is on Signal, say hey!" messages. At very least this is noisy/annoying

One only receives this notification for ppl in one's own contacts. Doesn't come "from" a user w/ you in theirs.

They would not in that case. These notifications are locally generated. Nothing is transmitted.

Sorry to hear that. Those notifications can be disabled under Signal Settings -> Notifications
