Are there apps that encrypt your text messages that DON'T automatically send messages to all of your contacts?
They would not in that case. These notifications are locally generated. Nothing is transmitted.

If someone already has your contact info in their address book, they see that they can contact you via Signal.

Bluntly: a friend received a notification from an abusive ex because he still had her in his contacts.
