Playing Devil's advocate here: The number of YouTube channels over 100k subs is more than likely over 100k itself. Some channels with over 100k subscribers may have the intent to impersonate you at some point. Under YouTube's existing system they would be verified.

So the options are to either let that happen, or background check channels for authenticity. If YouTube wants to remain impartial, the authenticity check should be free. To check EVERY currently verified account would require an investigation bureau similar to a small country's.
