May well be by design. He's a philosophical android concerned about understanding the human condition and becoming (more) human in the process, not an AI chasing after an ever increasing speed of self-advancement & power (singularity)

Uh, isn't there literally an episode where this very thing happens? In Brothers, which aired in 1990, and showed us all the danger of over-the-air vendor updates _long_ before most people knew what the internet was?

Concept of Data is a self autonomous system that updates as human would. Core brain is structured somewhat similar to a humans but has section that is similar to a super computer so is actually a hybrid similar to human. Concept of an artificial human at this level is obsolete.

Generate updates via a self system of synthetic self language. Can think as a human does, but not totally. Was designed as a mission protocols android. The big conflict of Earth 2000nds is the morality of composing synthetic humans as they can finish task more completely.
