If there is a single good thing to come out of the #poweroutage it will be the postmortem I'll (hopefully) get to read one day.
c) some issues were caused by cascading "behaviour" of external systems - I think a question we need to bear is why did those systems create expectations that caused themselves to fail? And was it unnecessary for them to fail (not clear to me)?

Big caveat here: I am *not* a power grid expert, the above are just some of the questions I'm left with reading the report. Again, have to say that it's a good report when it's about something that has happened less than a month ago and involving many stakeholders.
