I don't know how to tell you this but ganguro translates to blackface, furthermore they used a black woman as an example as well as refer to soul singing which originated from the African American community way back in the 1950s... so.....

this doesn't even look like ganguro because those girls are typically orange, blond and they often have a white stripe down the bridge of their nose, ect.. the way that the lips are makes it obvious that it's black face and the character in the background doesn't look ganguro lol
