Stop trying to reform institutions that should be abolished.
One way to abolish them - perhaps the most effective way - is from the inside out. Hard to abolish cash bail, for instance, if you don't control the system. By electing a revolutionary District Attorney, you can radically change the system and dismantle it piece by piece.
