The structure of the ear seems to be different.
Could be one guy, but then all these people look the same to me.
Look at the chin, that is a fairly unique feature that both pictures share.

I’d guess not the same. Mouth looks quite different and the sign holder appears to have a different chin. Could be the camera is distorting the edge of the image tho.

Guy on left appears quite a bit younger to me.
I don't think so... chins are different and so are their noses.
