Poor living conditions in the lower income neighborhoods that blacks tend to collect in (for a variety of reasons) leads to higher crime rates in those areas. when confronted with the same crime with a perpetrator who is white vs. black, the white person is more likely to be shot

if you correct for crime being committed it is a clear difference. That still leads to a large portion of police killing to be blacks because their economic situation leads to crime looking like a reasonable choice more often than it does for whites who tend to be better off

the real issue is police shooting poor people, not black people. Poor people commit crimes at higher rates than those who are better off.
