That's the decision...based on cops Qualified Immunity on Federal level & Implied Immunity at State level. Qualified Immunity will override any procedural violations by cops. That's why we need to change the law. I've survived

I'm sure Trayvon Martin wants the same thing, Mike Brown, Sterling (LA) and the list goes on but say that someone failed because they couldnt save every thing. Now you can't expect the new guy in the white house to do anything but yeah Obama and Co couldn't undo 400 yrs injustice
