Yup, there is, recently they started calling back all previously legitimate passports etc.

well, that is how they implement IML, they recall or invalidate any SO passports and then reissue with IML stamp (as I understand it, could be wrong, not really an area as I am as expert in as I am in other areas of SO law - for a layperson)
