Sincere question: what’s the purpose of softening penalties for drunk driving?
I infer that the penalty for DUI without a driver's license is more harsh than the penaty for DUI with a license. This new policy says that impediments to licensure are relevant when deciding what penalty a DUI-without-license defendant may face.
As a local resident and passionate fan of the city itself, I’m hopeful that these changes lead to some lasting and far reaching positive changes in Philly.
