  This is a main part of the problem with Politics, American Capitalism and Justice. People forget that a huge factor driving mass incarceration for low level crime is the private (read FOR PROFIT) prison system.

  This is good as far as it goes. It does not go far enough. Krasner needs to speak to the police about the social cost of each arrest. Blacks youth in urban areas are systemically arrested at rates so disparate it can only be explained by race.
