A Gov can implement evidenced-based & best-practices models (get great outcomes) – thus serving as a successful ideal path for other states—i.e. smart on crime—better outcome/less cost
Glad you asked, man. Less than we have one big justice system, we have 50 justice systems. New York, of course, is one of the largest. What happens here not only impacts millions of people, it also sets trends for the entire country. Governors have GREAT power with this.
