The victims will suffer first though. Instead of getting a check from the city they will get a judgment against somebody who has, in many cases, just lost their job. This isn’t about holding cops responsible, it’s about the city and the department dodging responsibility.

Can be written, STILL the City responsibility and liability to pay but City now can dock the pay of Officer and go after the Officer(s) for reimbursement! This way those victimized do not have to fight individual Officers in court.

I'd hope that there's a happy medium. Take what can be taken from the person, then the force, THEN RESORT back to taxpayer settlement. Then the city can dock the officer until they pay their share.
