As someone who lives in the metro area but travels around the state work I can confirm that this is still absolutely true.
When I was a student @Morehouse in Atlanta, we were routinely told by campus police not to travel much more than 15 miles in any one direction away from campus because it would be "like going back in time."
Now, I'm told, they say 30 miles instead of 15, but the saying holds.
