Yes they do. As a father of three daughters all HBCUS, Howard, Prairie View university, Texas Southern University. That latter transferred to TSU after one year in a PWI, she felt uncomfortable and wanted to be around her people so she could be free to be herself.
Black colleges provided a protective, insulated environment where black folks could exchange ideas and be themselves.

Love this, I was in the 5th grade when I fell in LOVE with GSU. I saw the band people who looked like me and just the love in general. I worked my butt off to call myself a tiger. I graduated with 2 degrees in CJ and I work with children now.
