I understand. That's why I specifically detailed the difference between decriminalization and legalization. Even in places where it has been decriminalized arrests have gone up.

Indeed. Philly is a success story. Many other cities, like DC in particular, are not.

The numbers that I'm familiar with from DC are different. Overall a dramatic reduction in arrest (mainly for possession and PWITD) while racial disparities in arrests persist. There is an uptick in public consumption arrest for all racial groups, with disparity in the increase.pic.twitter.com/ao7JXTzjiu
