I'm definitely against police brutality and agree it's absurdly out of control in the US, but can we report numbers in terms of per capita or use some kind of similar normalizing method going forward? It makes the numbers that much stronger.

Easy - divide by 5 to compare per capita with UK. Uk police have not killed 19 people this year. Or any year

The problem is that your Police assume everyone has a gun because most people do. They are frightened for their safety and that makes them nervous. Nervous people with guns are never a good idea unfortunately.
