Government shutdowns negatively impact everyone except for Republican donors, which makes them a desirably tool for Republicans looking for an ultimatum. Like the Joker throwing an innocent civilian off the roof so Batman has to save them instead of stopping the Joker’s plot.

The Republican Party actually benefits from shutdowns, because it shuts down programs they don’t like and pressures Democrats to cave to their demands.

Note that it doesn’t actually cut the costs of those programs—when the shutdown ends, most of the furloughed employees get back pay for the time they were out of work—but it does stop those programs from doing good work.

The hypocrisy of a Republican shutdown is that it does nothing to curb spending, and everything to limit services. The Republican Party has no problem with government spending; they just don’t want the government to do anything worthwhile, because “govt is bad” is their slogan.
