What possible benefit from denying prisoners reading materials? I realize it's not a right, but it seems needlessly cruel.

I think the real point is doing what is right. Rules are man made, so as easy as they were conjured up, they can be broken.

4911A limits incarcerated people to books & magazines purchased @ a premium from a handful of favored businesses. Only the following: 5 romance novels, 14 bibles/religious texts, 24 drawing/coloring books, 21 puzzle books, 11 guitar/chess/how-to books, 1 dictionary & 1 thesaurus.
