The screaming was intended to so intimidate and confuse the man that he couldn't follow the directions to a T. If you're trying to keep a situation calm and have a good outcome, that isn't how you behave.

There was absolutely no reason for someone to end up dead. Ignoring the issue that it was fucking murder, WHAT KIND OF POLICE WORK IS THAT? There was ample opportunity to handcuff the man & discover HE WAS NOT ARMED.

What REASON did they have to think he was armed anyway? What kind of "training" do they get? In my Dad's day on the force, this guy would have been charged with first degree manslaughter, and fired, jailed. Back then police SAVED people, not slaughtered them.

Apparently some unnamed person called the police and on accused him of pointing a gun out a window. So they had reason to show up & be careful but not to just kill him.
