And shame on Congress as an institution for protecting Conyers and all the others who’ve settled sexual harassment cases over the years. It’s our money; the public deserves to know what it’s being spent to hush up.

That looks like a typical "manage them out" severance contract. 2-3 months pay, subject to taxes, of course. They simply added the Conyers Clause. Hardly proper for harassment settlement/agreement, with a US Congressman, no less.
