Heck, if it were my kids forcing themselves on others I'd send them to apologize asap and they'd spend 12 months doing community service.

I am not sure counseling works if the person doesn't think they need it. After being taken down a peg ot two, they might see the need.

We can't send white bullies to counseling and black bullies to prison. Both need equal treatment: first apologize, then repay your debt.
