Still be afraid. He's been arrested and is fair game for a charge, it just was initiated by a judge & citizen rather than the police.

Warrant *was* issued by judge based on (attacker) citizen, not the police.

The warrant was taken out by a citizen. A magistrate signed off on it.

The PD's statement seemed to say that a city detective had been involved in the creation of the warrant. Can you clarify the process?
