White, non-muslim: one of "us"-the ingroup. No group threat, so just a lone nut. Nothing to be done. Non-white, muslim: part of threatening outgroup. Must take action against group. Racism in a nutshell.

And "terrorist" is a word to signify member of the dangerous outgroup, as opposed to nuts from "our" ingroup.
