I found @NYPDChiefPatrol to be sincere. We disagree on New York's history of arrest quotas but agree that many improvements are needed.
Just had an hour long meeting w/ @NYPDChiefPatrol. He took flack internally for even meeting w/ me. We had a frank, wide ranging discussion.

@NYPDChiefPatrol is that until the department holds its bad apples fully accountable, trust will be hard to build -
Your point about trust is well taken. What police don't often recognize is that their officers are not safe if the badge isn't trusted.

Rebuilding that trust is precisely why Civilian Led Policing needs to be part of the solution.
