Police will say that pictures are not usable as evidence unless the photographer will testify that they took the picture (partially true)

it's a concept much older than photoshop! An accused has a right to cross-examine people and evidence testifying against them. good to know.

Yes. My point is with the advent of digital photography manipulation of alleged evidence is a lot easier.

Forensics can be used to tell if it was photoshopped or not by the photo itself using light camera and the sd card it was stored on

Thats assuming the photographer comes forward and presents the camera and original image. We need to support and encourage those who do.

No jurisdiction. It happened in Virginia. Instead, direct your tweets to Charlottesville police asking them to issue an arrest warrant.

Then ask GA to extradite. No one is getting extradited for beating someone up. But the warrant matters as an expression of values.

Hate crimes are different then simple assault. Tho this wasn't simple. Looks like assault with a deadly weapon to me!

Also, if the warrant for arrest is entered into the national database, it may come up on a routine wants/warrants check by other local LEOs.

No. The crime has to occur intra-state.

This isn't simple assault. In my state at least, this would be Assault First, which is a felony. States will definitely extradite for that.
