Bail is just a guarantee that the person charged will appear in court after arraignment. Innocence nor guilt are factors in that.

Rarely. I'm speaking as a former bail bondsman during college yrs. But yes, the bail decision is up to the judge in arraignment.

And I don't know what his bond is, but typically, a bondsman will bail for a % of the total amt. If $250k, likely 10% required on surety.
