This is mathematically impossible. We have 2 parties not because of conspiratorial laws, but because single-winner plurality elections...

...always lead to a 2 party system (Duverger's law.) Declaring there "should" be 4 parties has zero effect on the math.

In a single-winner contest like president, the only way to well-support >2 choices is a voting system that isn't plurality-based.

I'm partial to approval voting, but there are other options (although instant runoff isn't one of them; see Australia.)
