A few years ago I thought the idea of breaking California up into 7-10 states was foolhardy, now I understand some ways that would help.

Geographically look at all the senators East coast has.....we have two! Or make East one big state and give two senators to them!

The State of "Cascadia" would liberate the liberal Seattle/Portland's counties, but also stop swallowing the votes of the rural counties

All you need is 2/3rd of the House, 2/3rd of the Senate and 3/4th (38) states to ratify an amendment.
