Even less of a reason to wade into this discussion. On what basis would you make such pronouncements?
Islam has tenets, rules, and guidelines. Being a Muslim requires one to follow those guidelines. ISIS does not follow them. Period.

Would you be comfortable calling somebody a non-Muslim for not observing other core practices and tenets of Islam (fasting, salat etc)?
