I feel like it will be politically more robust if states do it independently of the federal gov. Especially if the federal gov gets in on it

No. If it's state law in a bunch of places it will be more politically acceptable at a National level. More likely red states will get it

Red states will NEVER get it unless nationally required &funded.Just like school desegregation, civil rights legislation, health care reform

I know that, I live in TX. But if blue states adopt it it makes it more likely that we'll get it on a National level. Easier 4 us2demand it

Sort of like Marriage Equality & Legal Pot. Blue states show it's possible & works, fed pushes it through, Red states get it later.

That's how I see it at least. And people like me in red states have more grounds to demand those things as well.

Why is 125k the limit? A family earning 150k is still very middle class in NY. 125k can mean 2 teachers as parents

California did, but that ended decades ago. My dad fondly recalls when a summer job paid for a year at Cal. Now it barely covers a week.
