That report is complete CYA. He says she was "verbally abusive" bc she wouldn't put down the baby. He talks about his "fear" & puts the worst possible interpretation on every action they took. (ie "driver had hand between seats," etc). I really think he was preparing to shoot.

It’s not the cops that’s the problem. It’s the system. Bad employees are symptomatic of bad management.
