I think it will pass. There was a compromise on the language--there always is. I think the law will make it easier to prosecute police shootings of unarmed civilians if the DA is willing to take on those hard cases.
It was a major compromise. Lara is right - that it's expected, but it really reduced the teeth, but is better than nothing.
