Yes it gave states money but the states decided how to use the money to fight crime. This is why they say politics is local. Local governments impacts people more than federal. Encourage people to vote in local elections

The bill specifically was designed to increase the number of prisons in the states

But States had a lot of discretion on how they fought crime and the policies they implemented. Most people fell under state laws which had a more impact.
