Strikes me that is a reference to and a repudiation of Lyndon Johnson's "Howard University Address," one of the greatest speeches ever given by an American southerner.
And the reason I think that is even crazier is because LBJ wasn't even necessarily going as far as talking about reparations, maybe just affirmative action. So for Biden to repudiate the whole idea that we owe ANYTHING to Black Americans is absolutely astounding.
