Well, 70% of the CBC also voted for the 1994 Crime Bill and for two good reasons: 1.) They wanted it and their constituents were asking for it ans 2.) They knew that the GOP alternative would have been more draconian and this was the best deal they could get. So there's that.
It's not just that I am bothered by "something he said" in the early 90s. Joe Biden was the primary architect of mass incarceration. Sure. I will. But my point is that, looking at 1994 through our understanding of things in a 2019 context overlooks just how bad things were in the 80's and 90's. We romanticize it now, but the streets were legit dangerous and the '94 Crime Bill was something people wanted.

It’s common to choose a VP to satisfy the other faction of the party. That what people thought was happening. Turned out Obama was much more conservative than his rhetoric. They both were valiant protectors of institutional wealth
