I think it is probably more accurate to say that the MTA has, ridiculously, pinned their woes on turnstile jumping - and Byford has, as a political expediency, had to accept a certain amount of this. Maybe that’s not ideal but his job requires a considerable amount of compromise

I don't think politics is Byford's strongest suit especially given the dynamics between NYC and Albany. DA's decision to not prosecute fare jumpers is an implicit admission there are too many cases to pursue.
