You are correct, Shaun. If WE were thinking like the HR department, we would say, HEY, the company provided PLENTY TRAINING, WHY HAVE U NOT DONE YOUR JOB PROPERLY? Um. FIRED! But nope. POLICE ASSOCIATIONS seem to think TAXPAYERS waste dollars on UNTRAINED police on the sTREETS?

Training varies in its quality, but all need to operate under laws, and an independent enforcement mechanism, which guarantee consequences when any adverse action is taken against a citizen which is not objectively unavoidable.
