Yes and no. The primary issue with poor policing has to do with poor hiring practices. They clearly do not put enough effort into vetting these characters

There are only 2 or 3 states that require some college and 1 or 2 w/courses taken in psychology. Imagine if they were all required to successfully complete courses in psych, sociology, anger management, conflict resolution, etc...

I agree. What many of them lack is simple objectivity and critical thinking; If you are raised right, these ingredients should be baked in. But, as you suggest, this can also be picked up in college. Ultimately, more quality would necessitate fewer personnel
