Congress declares war, not Presidents. Also, there were many factors that led to the recession in 2007.
Technically, congress is the only entity allowed to declare war, but they haven't in several decades. The president as commander in chief makes decisions on deployment and is responsible for all current wars, not congress.
Matter if fact, there's a bill being pushed right now to prevent trump from going to war with Iran, bc its so common for presidents to deploy troops without congressional approval, that they have to pass a new law to ensure it doesn't happen.
The president can't declare war, technically, but they can deploy troops which is more consequential.
